A Dubai LLC owned 51% by an Emirati and 49% by a British investor wants freehold title to a warehouse plot in Umm Ramool, outside the areas designated for non-UAE nationals. May it register the plot in its name?
Article 4 of Law No. 7 of 2006 (in force 12 Oct 2026) limits ownership outside the designated areas to UAE nationals, GCC nationals, companies fully owned by them, and public joint stock companies. A 49% foreign stake means the LLC is not fully owned by UAE or GCC nationals, and it is not a public joint stock company. A UAE majority is not enough; the law says fully owned. The 99-year leasehold is a right the Ruler may grant to non-UAE nationals inside designated areas only, and the statement that only individual UAE nationals may own ignores GCC nationals and qualifying companies. Treating a UAE majority shareholding as enough, when Article 4 requires the company to be fully owned by UAE or GCC nationals.
