A Jumeirah Village Circle project received its completion certificate on Wednesday, 20 January 2027, and DLD registered the units in the purchasers' names on Thursday, 15 April 2027. From when may the 5% retention be released to the developer?
Article 14 of Law No. 8 of 2007 (in force 12 Oct 2026) starts the 5% retention when the completion certificate is issued but releases it to the developer one year from the registration of units in the purchasers' names. One year from 15 April 2027 is 15 April 2028. Counting from the completion certificate gives 20 January 2028, the most common mistake; 20 January 2027 is when the retention begins, not ends.
