A brokerage sold a villa for Mr Hamdan in 2024 and still holds the signed contracts. He is on the Dubai REST green list. The office now calls him to offer to market his apartment. Is this allowed under Circular 02-2026?
Circular 02-2026 bans direct contact with owners for offering, marketing or buying property, but makes an exception for clients with duly documented prior transactions with the office, provided the office keeps an approved record of the contractual relationship or earlier transaction and submits it to the Authority on request. Mr Hamdan is such a client, so the call is allowed on that condition. The exception is conditional on the record, so 'no record needed' is wrong. Forgetting that the prior-client exception exists, or that it depends on a record the office can produce.
