Hessa is a registered valuer employed by a Dubai bank. A friend asks her to value his Mirdif villa privately for a fee, outside her bank work. May she accept?
Article 4(d) of ECR No. 37 of 2015 (in force 12 Oct 2026) prohibits a valuer working for a bank or financial institution from providing valuation services to any party other than the bank or institution for which he works. The rule contains no consent exception. Her registration and Roll number do not change this, and while employed by the bank she cannot also practise through a Firm, since Article 16(13)-(14) ties a valuer to one Firm, bank or institution. Source: Executive Council Resolution No. (37) of 2015 Regulating the Real Property Valuation Profession, Arts. 4(d) and 16(13)-(14) (in force 12 Oct 2026).
Thinking an employer's consent lets a bank valuer take private work.
