A licensed broker who is not on RERA's Roll of valuers is paid by a bank to issue a signed valuation report on a Dubai Hills villa. Under ECR No. 37 of 2015, what is the position?
Article 4(a) of ECR No. 37 of 2015 (in force 12 Oct 2026) bars any natural person from practising the valuation profession in Dubai without being registered on RERA's Roll, and Schedule (2) item 1 fines practice by an unregistered natural person AED 20,000. A broker card authorises brokerage, not valuation. Brokers may discuss market prices with clients, but issuing a valuation report for a fee is practising the profession. Assuming a broker card lets a broker issue valuation reports.
